This is the estimated number of business premises that were victims of crime, divided by the total number of premises in that sector, multiplied by 100 to give percentages.

Nearly one in ten of the small independent retailers experienced violence and assaults (9%). The majority of these premises experienced this type of crime only once or several times per year (81%). Sample sizes were not large enough to produce estimates for the frequency of other crime types. For the 2021 CVS, a boost sample of small independent retailers was included in the survey as there was interest from users of the survey on the impact of crime on this sub-sector. These business premises comprise a small portion of the Wholesale and retail sector and so the sample of these businesses was boosted to allow comparisons with other premises in the sector. The target number of responses was 1,000 premises, however a total of 477 interviews were completed (with a response rate of 50%).
As reported in Section 3, crime prevention measures were installed at 27% of wholesale and retail premises as a result of the Covid-19 outbreak. According to the Association of Convenience Stores , the cost to this group of retailers in 2021 was £175 million and the measures included the introduction of perspex screens and additional guarding support. Data from the 2021 CVS can be used to assess levels of crime experienced at business premises in the context of the type of crime prevention measure installed. For instance, burglaries may be prevented by burglar alarms, outdoor protection measures, protection measures on doors and windows, and stock protection.

Over a quarter (27%) of premises reported installing crime prevention measures as a result of the Covid-19 outbreak. A greater proportion of retail premises installed measures as a result of the pandemic compared to wholesale premises (Figure 3.1). In the 2021 CVS, when respondents reported the crime that had the most negative impact on their business, they were then asked to identify the types of impacts it had. Of those that reported theft by customers to be the most negatively impacting crime, most of these premises suggested this was because they experienced financial loss or stolen goods or services (68% and 62% respectively). It is also worth noting that fraud incidents can often have a large financial impact on businesses.
Solid majorities of adults (62%) and likely voters (71%) say the United States is going in the wrong direction, and majorities have held this view since September 2021. One in three or fewer adults (33%) and likely voters (25%) think the country is going in the right direction. Majorities across all demographic groups and partisan groups, as well as across regions, are pessimistic about the direction of the United States.

To analyse the responses to a sample survey such as the CVS, it is important to account for the level of uncertainty around estimates based on a survey sample, rather than a census of the whole population of business premises in England and Wales. To compare estimated levels of crime between different groups, confidence intervals at the 95% level were produced around the survey estimates.
Respondents that confirmed experiencing a crime at their premises were then asked how frequently they experienced such victimisation. Theft by customers was one of the most commonly experienced crime types by small independent retailers (by 21%). However, respondents at the majority (63%) of premises that experienced theft by customers reported that such incidents occurred only once or several times per year. Focusing on the retail sector, one of the greatest differences in the rate of crime by business size was seen in theft by customers.
Satisfaction was higher in our February survey when 53 percent of adults and 48 percent of likely voters were satisfied with democracy in America. Today, half of Democrats and about four in ten independents are satisfied, compared to about one in five Republicans. Across regions, half of residents in the San Francisco Bay Area (52%) and the Inland Empire (50%) are satisfied, compared to fewer elsewhere. Across demographic groups, fewer than half are satisfied, with the exception of Latinos (56%), those with a high school degree or less (55%), and those making less than $40,000 (53%). Although many businesses will operate at, or own, multiple premises, the CVS is a premises-based survey, therefore the data refer only to the premises sampled rather than the businesses. In addition, where results are presented by premises size , it should be remembered that this relates to the number of employees employed at that particular premise, and not in the business as a whole.
This bulletin reports on prevalence, frequency and impact of crime experienced by businesses in the Wholesale and retail sector between April 2020 and March 2021, the first year of the Covid-19 pandemic. Care should be taken when comparing levels of victimisation between different premise sizes, due to differences in the number of such premises in England and Wales as a whole. For example, a greater number of crimes against smaller businesses than larger businesses in the Wholesale and retail sector would be expected, as there are more smaller premises in England and Wales. For this reason, when making comparisons between different types of business premises by size or turnover, it is better to compare the rates of crime between these premises, which control for the different number of premises in each category.
